Odor Advisory
The Air District is aware of an odor in the Point Richmond and North Richmond areas. Air District inspectors are investigating and responding to complaints. Staff are in communication with Contra Costa Health to determine the cause and identify corrective actions. Follow instructions from local health officials.

Off-Road Equipment
Air District funding is available to help upgrade or replace mobile, stationary, and portable off-road equipment.
How to Apply
Before applying, review our Apply for Funding web page to see which project categories are open. Please also refer to our Application(185 Kb PDF, 2 pgs, posted 11/1/2024) and Infrastructure(176 Kb PDF, 1 pg, posted 11/1/2024) checklists for guidance on application requirements. Applications are being accepted on a first-come, first-served basis until all funds have been awarded. Applications will be accepted until 5:00 PM on February 6, 2025. Only complete applications will be evaluated.
Eligible Project Types
- Equipment Replacement: Replace existing equipment with the cleanest available equipment, including alternative fuel and zero-emissions equipment.
- Equipment Repower: Replace an old, existing engine with a newer emission-certified engine, including alternative fuel and zero-emissions engines.
- Retrofit Purchase: Install an emission control device on an existing engine.
- Infrastructure projects: Install or expand electric or alternative fuel infrastructure to power off-road equipment.
Eligible equipment types include, but are not limited to, off-road portable and stationary engines, airport ground support equipment, transportation refrigeration units (TRUs), construction equipment, loaders, excavators, dozers, and forklifts less than or equal 8,000 lbs. lift capacity.
Applicants seeking funding for zero-emission forklifts with a lift capacity of at least 8,001 pounds or port cargo handling equipment (CHE) must apply for funding through the VW Environmental Mitigation Trust.
Key Eligibility Criteria
- Off-road projects must operate at least 75 percent of the time within the Air District’s boundaries. Equipment must operate or be domiciled in a Disadvantaged (SB 535), Low-Income (AB 1550), or AB 617 Community(199 Kb PDF, 2 pgs, posted 4/17/2019) to be considered eligible for funding. Contact Air District staff if you have questions as to whether your fleet operates within these priority areas.

- West Oakland
- East Oakland
- Richmond-San Pablo
- Bayview-Hunters Point/Southeast San Francisco
- AB617 communities are:
- Public and private entities are eligible.
- Existing equipment must be operational, at least 25 horsepower, owned by the applicant for at least two years, and must have a functional hour meter reader.
- Funding cannot be used for upgrades or equipment purchases that are already required by an existing regulation, local ordinance, or contract.
- Applicants must submit an application, be awarded, and enter into a funding agreement with the Air District prior to starting their projects. Projects that have started (e.g., placing an order or deposit) prior to the funding agreement being signed by all parties will be disqualified.
