Notifying Permit Applicants of a Regulatory Requirement to Use BACT for Emergency Backup Engines greater than or equal to 1000 BHP
The Air District is notifying permit applicants of achieved-in-practice BACT for large emergency backup engines. This would potentially affect engine permit applications under Air District review by requiring engines meet EPA Tier 4 emissions standards. In response to recent utility Public Safety Power Shutoff events, many people are considering installing emergency generators for backup power. For more information regarding PSPS and backup power options, view the Air District's Public Safety Power Shutoff Events page.
Owners/operators of engines larger than 50 brake horsepower (bhp) are required to get Air District permits.

For new engines and engines brought on site after September 1, 2001:

The application fees include a filing fee, an initial fee, and a health risk screening fee. Additional application fees may be included for engines installed without an Air District Authority to Construct and for engines operating without an Air District Permit to Operate. Please refer to Regulation 3, Fees. The filing fee is specified in section 3-302 of Regulation 3. The initial, risk screening, permit to operate, and toxic surcharge fees are specified in Schedule B of Regulation 3.
For engines installed within 1,000 feet of a school site, California law requires that the Air District notify the public. To comply with this requirement, the Air District distributes or mails a Public Notice. You will be invoiced for a minimum additional fee of $2,272 to process the Public Notice. If the Air District's costs of preparing and distributing the Public Notice should exceed this amount, you will be sent a separate invoice with the additional fees due to cover these costs. If the Public Notice fees paid exceed the Air District’s costs, the Air District will refund you the difference.
