Registration for Mobile Refinishing Operations

An owner or operator of a mobile refinishing operation must register the operation with the District per Regulation 8, Rule 45, Section 402.

A refinishing operation is any coating of a vehicle, its parts and components, or mobile equipment, including partial body collision repairs, for the purpose of protection or beautification and that is subsequent to the original coating applied at an Original Equipment Manufacturing (OEM) plant coating assembly line.

A mobile refinishing operation is any refinishing operation that may change location or address between operations, e.g., a van that performs touch-up painting at multiple car lots.

The owner/operator subject to registration is required to:

Obtain a mobile refinishing operation registration. The registration can cover multiple mobile refinishers operated by a common owner/operator.
Renew the registration annually.
Operate in compliance with all applicable requirements of Regulation 8, Rule 45.

Online Permitting System
Eligible facilities can log in to apply for new registrations and renewals on the Air District's online permitting system web page.

Renewal

The Air District will issue renewal invoices to facilities with registered Graphic Art Operations whose registrations have an expiration date on or after January 1, 2016. Future renewal invoices will be sent out annually, typically 30 to 60 days before expiration.

Please contact us if your registration has an expiration date before January 1, 2016 and you still require a registration.

Fees

The registration fees are provided in Regulation 3, Schedule R. Both initial registration fee and annual renewal fee are for each facility. Late registrations and late payment penalties may apply.
