主要設施審查計劃
根據國會對潔淨空氣法的修正，主要設施審查計劃（第五章）要求大型工業設施出具一份綜合作業許可，顯示所有的聯邦、州及當地空氣品質要求。計劃包括監測排放情況及定期報告的要求。詳見空氣局條例 2 規則 6。
主要設施審查過程的關鍵特徵包括：
- 審閱對設施適用的所有聯邦、州及當地空氣品質要求。
- 公告及美國環保局審查期。所有的評論必須在發放初始第五章許可或續展之前提出。
- 聯邦可執行的要求也可以透過公民訴訟來執行。
- 必要時，環保局可以修改、終止、撤銷及重新發放許可。
- 許可必須每五年續展一次，並經過全面公告和環保局審查流程。

設施標準
需遵守主要設施審查/第五章要求的設施包括：
- 主要設施：排放的污染物可能等於或高於下列一項或多項主要污染源閾值的設施：
- 第二期酸雨設施：燃燒化石燃料以及需符合潔淨空氣法第五章的發電設施。
- 固體廢物焚燒設施：焚燒商業、工業或一般公共來源的固體廢棄物料（有害廢物除外）的設施。
- 指定設施：排放環保局依據第五章要求指定的污染物的其他設施。
