The Carl Moyer Memorial Air Quality Standards Attainment Program is a voluntary program that reduces emissions by funding diesel, alternative-fueled, and zero-emission replacement engines, vehicles, and equipment.

Eligible Project Categories
Key Eligibility Criteria for Funded Vehicles, Engines, and Equipment
- Existing equipment must be operational.
- Existing and replacement equipment must operate within the Air District’s jurisdiction.
- Documentation of usage, ownership, estimated project costs, and engine emissions certification must be provided.
- With limited exceptions, emission reductions must be voluntary and cannot be mandatory or used to meet compliance requirements before completion of the grant contract term.
- Applicants must submit an application, be awarded, and enter into a funding agreement with the Air District prior to starting their projects. Applicants must not make binding financial commitments or orders before grant contract execution.
- Old vehicles, engines, and equipment must be scrapped and destroyed.
- Co-funding is possible in some circumstances.
