Over $90 million in incentive funding is being offered to assist businesses and public agencies in reducing their emissions through vehicle and equipment upgrades and the installation of supporting zero-emission infrastructure.

How to Apply

The equipment categories that are currently eligible for funding are listed below. Before applying, check the project category web pages for additional requirements and eligibility criteria. Then click the Apply Now link to apply through our online application portal. For instructions on using the online system, please reference our user guide.

Applications are being accepted on a first-come, first-served basis until all funds have been awarded. Applications will be accepted until 5:00 PM on February 6, 2025. Only complete applications will be evaluated.

Eligible Project Types Open for Applications

Over $75 million is available for projects where emission reductions benefit the Air District communities most impacted by air pollution. Information about how to check eligible geographical areas is available in the 2024-2025 Geographic Eligibility Form in the Resources section. The following list summarizes the geographical requirements by project category:

  • Locomotives - must either be domiciled, operate at least 30 percent, or have at least one stop within West Oakland, East Oakland, Richmond-San Pablo, or Bayview-Hunters Point/Southeast San Francisco.
  • Marine vessels - must either be domiciled in West Oakland, East Oakland, Richmond-San Pablo, or Bayview-Hunters Point/Southeast San Francisco OR operate 90 percent within the San Francisco Bay.
  • In West Oakland, East Oakland, Richmond-San Pablo, and Bayview-Hunters Point/Southeast San Francisco, and other designated disadvantaged communities and low-income communities located within the Air District’s jurisdiction:
    • Electric school buses and supporting charging infrastructure - buses must be domiciled or have at least one stop in one of these communities.
    • Transit buses (electric or hydrogen) and supporting infrastructure for public agencies - buses must be domiciled or have at least one stop in one of these communities.
    • Off-road equipment - equipment must operate at least 30 percent in these communities. Eligible equipment types include but are not limited to off-road portable and stationary engines, airport ground support equipment, transportation refrigeration units (TRUs), construction equipment, loaders, excavators, dozers, and forklifts less than or equal 8,000 lbs. lift capacity.

Additional Funding Opportunities

Up to $10 million is available for upgrading agricultural equipment that is operated within the Air District’s jurisdiction. Eligible equipment types include, but are not limited to agricultural tractors, loaders, crawlers, dozers, excavators, scrapers, forklifts, stationary and portable engines, and water pumps.

Up to $8 million is available for locomotive projects sponsored by public agencies that is operated within the Air District’s jurisdiction

Interested parties, including applicants with projects that are located outside of the eligible areas, are encouraged to subscribe to the Emissions Reduction Incentives Email List to receive email alerts with real-time program updates (see link at the bottom of the page).

Regulatory Compliance Statement - Submit this form along with your application to confirm regulatory compliance. Required for all applications.

Disadvantaged and low-income community designations: For the purposes of this program the Air District considers the disadvantaged communities and low-income communities as defined for California Climate Investments (CCI). View a map of these designated areas, and then type into the search box the location address of your project to see if it falls within a disadvantaged community (yellow), low-income community (blue), or both (green).
