Richmond-North Richmond-San Pablo Community Emissions Reduction Plan

Learn about the Path to Clean Air, the Air District’s efforts under Assembly Bill AB 617 to improve air quality in the Richmond - North Richmond - San Pablo community. 

Update: On October 28, 2024, the Community Steering Committee (CSC) voted to approve the Year 1 Implementation Plan for the Path to Clean Air (PTCA) Plan.

Additionally, on November 7, 2024, CARB’s Executive Officer officially approved the Path to Clean Air (PTCA) Plan, making the plan final. The final approval can be found on CARB’s website here: Community Emission Reduction Program Approvals: Executive Orders | California Air Resources Board.

Announcement: On May 1, 2024, the Air District’s Board of Directors adopted the Path to Clean Air (PTCA) Plan and approved the determination that the PTCA Plan is exempt from the California Environmental Quality Act (CEQA) On March 15, 2024, the Draft Final PTCA Plan was released with a memorandum summarizing the changes made to Draft Plan, which was released on December 13, 2023, by the Air District and the Path to Clean Air Community Steering Committee. The same day, the Plan opened for public review and comment, which ended on January 19, 2024. The Air District held a public workshop on the Draft PTCA Plan on January 11, 2024. The Air District is continuing existing efforts to reduce air pollution in communities through the state of California’s Community Air Protection Program, also known as Assembly Bill 617.
