Unlike a Title V permit or a Permit to Operate, the Air District does not issue a separate document for a Synthetic Minor Operating Permit, or SMOP. An SMOP is created and exists within permit conditions that are issued with a cover letter to the facility. The SMOP conditions are then reissued every year during a facility's annual renewal of their Permits to Operate. The SMOP conditions are included with all other facility-assigned permit conditions attached to the renewed permits.
