Community Air Protection Incentives

• Priority is given to projects that reduce emissions in the Bay Area’s communities most impacted by air pollution, including the AB 617 communities of West Oakland, Richmond-San Pablo, East Oakland, Bayview Hunters Point/Southeast San Francisco, and disadvantaged and low-income communities as designated by California Climate Investments. 
• Implement actions to address concerns identified by AB 617 communities through the Community Emissions Reduction Plan, or CERP, process. 
• Focus on transitioning diesel fleets to the cleanest technologies available, including zero-emission, to achieve early emissions reductions in advance of regulatory requirements

Eligible Project Types and Categories

The Air District currently only funds mobile source and infrastructure projects eligible under the Carl Moyer Program with some additional flexibility allowed under the CAP Incentives Guidelines. For more information on project categories:  

• Off-road equipment
• Heavy-duty trucks and transit buses
• Public school buses
• Marine vessels and equipment
• Locomotives
• Infrastructure that supports zero-emission equipment and vehicles under the previous categories

Project Selection

Eligible projects are evaluated by Air District staff. Approved projects and recommended awards are reported to the Air District’s Policy, Grants, and Technology Committee and Board of Directors for consideration on at least a quarterly basis.

• Public comment on this program or on projects recommended for funding can be made at the Air District’s Policy, Grants, and Technology Committee meetings or at Board of Director meetings.

Community Identified Projects, Stationary Source Projects, and Other Project Categories

The Air District may develop programs to solicit projects under a variety of project categories that are defined in the CAP Incentives Guidelines, including new categories that can be proposed to CARB under the stationary source or community-identified projects chapters of the guidelines. The Air District will develop programs to implement the strategies and actions identified in an approved AB 617 Community Emissions Reduction Plan, or CERP. Information on new funding opportunities developed will be added to this website when available.
