La Junta Directiva cuenta con 5 comités permanentes que ayudan al Distrito en su misión de mejorar la calidad del aire.

Comité Regional de Colaboración del Área de la Bahía
(no es un comité oficial permanente).

Este comité coordina las iniciativas de planificación regional de las agencias regionales en el Área de la Bahía de acuerdo con el proyecto de ley del Senado (Senate Bill, SB) 375.

Community Equity, Health, and Justice Committee 

Consolidation of Community and Public Health Committee and Ad Hoc Committee on Equity, Access, and Inclusion, as of February 2021

This committee advises the Board of Directors regarding equitable and inclusive actions the Air District takes to create a healthy breathing environment for all people of the Bay Area, regardless of race, ethnicity, age, gender identity, national origin, immigration status, or sexual orientation. It oversees staff efforts in developing policies for both internal and external operations that impact the Bay Area, applies an equity lens to programs, policies, practices, and procedures related to staffing, recruitment, promotions, inclusive practices in the workplace, contracting for capital projects and services, and continuous racial equity training. This committee addresses disparities by applying an equity lens to Air District programs, policies, practices, and procedures, and prioritizes traditionally marginalized and disinvested communities for investment opportunities to ensure communities highly impacted by air pollution receive program and policy prioritization. It leads the Air District’s public outreach program, and reviews and recommends to the Board of Directors contractor proposals related to the public outreach program.

Finance & Administration Committee

Consolidation of Administration Committee and Budget & Finance Committee, as of March 1, 2023

The Finance & Administration Committee considers and recommends policies of the Air District relating to the administration of the Air District’s programs and activities, including, but not limited to, policies regarding finance, procurement, employment, salaries, working conditions, insurance, and the retaining of consultants. The Committee also oversees and guides staff activities relative to short-range and long-range planning regarding the goals and objectives of the Air District, and it assists in the preparation of the Air District’s budget and presents the annual budget with recommendations to the Board of Directors. The Committee also oversees the work of the Advisory Council and Hearing Board, and recommends persons in the community to serve on the Advisory Council and Hearing Board when vacancies arise.

Nominating Committee

The Nominating Committee considers and makes recommendations to the Board of Directors regarding candidates for Board Officer positions. In making its recommendations, the Nominating Committee shall consider the principles governing officer rotation as set forth in the Air District's Admin. Code Section 2.7(c), although it need not follow any strict rule of rotation. The Nominating Committee consists of the Chairperson of the Board, the past Chairperson of the Board, and three (3) appointees of the Chairperson of the Board (or in the event the past Chairperson is no longer serving on the Board, four (4) appointees of the Chairperson of the Board). The Chairperson shall appoint the Nominating Committee no later than October 15 of the final year of the Board Officers’ terms, and the Committee shall meet in November of that year to recommend candidates to the Board of Directors for Board Officers for the upcoming terms. The Nominating Committee members shall serve until the appointment of a new Committee, and shall recommend candidates to the Board of Directors in the event a Board Officer position becomes vacant in the middle of a term.

Policy, Grants, and Technology Committee

Consolidation of Mobile Source and Climate Protection Committee, Legislative Committee, and Technology Implementation Office Steering Committee, as of January 2024

The Policy, Grants, and Technology Committee advises and makes recommendations to the Board of Directors on policies and funding related to sources and activities that affect air pollution and climate impacts that do not fall within the jurisdiction of the Stationary Source Committee. In particular, the Committee advises and makes recommendations to the Board of Directors on policies and funding related to transportation and mobile sources, as well as equity for impacted communities related to these sectors. The Committee also advises and makes recommendations to the Board of Directors on policies and funding to catalyze innovation and incentivize low-carbon-intensity practices. The Committee also advises and makes recommendations to the Board of Directors relating to legislative advocacy. The Committee adopts legislative priorities each year to guide the work of the Committee and Air District staff related to legislative advocacy.

Comité de Fuentes Fijas

El Comité de Fuentes Fijas asesora y formula recomendaciones a la Junta Directiva en relación con la calidad del aire y el impacto climático de las fuentes fijas, incluidas las fuentes indirectas. El Comité asesora y realiza recomendaciones a la Junta Directiva sobre todos los aspectos de los programas de fuentes fijas del Distrito, incluidos, entre otros, los siguientes: concesión de permisos, cumplimiento, asistencia a las pequeñas empresas, elaboración de reglas, umbrales de significación de la Ley de Calidad Medioambiental de California, y regulaciones estatales y federales que afectan a las fuentes fijas. El Comité asesora y realiza recomendaciones a la Junta Directiva sobre la planificación de la calidad del aire y el desarrollo y aplicación de los Planes Estatales y Federales de Gestión de la Calidad del Aire, así como sobre el apoyo a la planificación climática regional y local.

Este comité revisa y recomienda políticas, asuntos y programas sobre fuentes fijas relacionados con los planes de administración de la calidad del aire, la creación de modelos económicos y de calidad del aire, las autorizaciones, el cumplimiento, la ayuda para las pequeñas empresas, los tóxicos, la formación sobre fuentes, el desarrollo de reglas y las subvenciones. Además el comité asesora a la Junta Directiva sobre la posición del Distrito respecto a todas las regulaciones que afectan las fuentes fijas.
