Bay Area residents must complete an application to verify eligibility. If your application is approved, bring your current vehicle to an authorized dismantler for a pre-inspection to verify vehicle eligibility. Dismantlers send copies of reports to the Air District, but grantees are required to keep copies of all program materials, including pre-and post-inspection reports.
If your vehicle passes pre-inspection and you sign the Terms & Conditions, you will receive an Award Letter to bring to an authorized dealership to purchase or lease a new or used hybrid, plug-in hybrid, battery, or hydrogen fuel electric vehicle, OR get a pre-paid card for public transit or e-bikes. Cars purchased before the Award Letter date or from non-authorized dealerships are ineligible and will not be funded.
After you’ve replaced your vehicle, you must scrap your old vehicle at an authorized dismantler.

Your household income and the vehicle you choose will determine the amount of money you can receive from this program. You may also choose to turn in your old vehicle for a pre-paid card for public transit or e-bikes. Households of more than one person may purchase additional e-bikes with the $7,500 grant.

The average Clean Cars for All vehicle costs $36,000, and the average Clean Cars for All incentive is $8,300. The average loan financing for purchasing a replacement vehicle is $21,200. Additionally, up to $2,000 of funding is available for electric vehicle charging if you purchase a Plug-in Hybrid (PHEV) or Battery Electric Vehicle (BEV). Find out more on the Charging Your EV page.
