The Air District is announcing that more than $90 million in incentive funding is now available through the Heavy-Duty Vehicle and Equipment Replacement Program to upgrade or replace eligible heavy-duty vehicles and equipment with cleaner and zero-emissions technology.
Eligible equipment includes school and transit buses, mobile agricultural and construction equipment, marine vessels and locomotives, transportation refrigeration units, and airport ground support, cargo handling equipment, and heavy-duty forklifts. Applications are now being accepted on a first-come, first-served basis through February 26, 2025, unless funding is exhausted sooner.
At least 80 percent of the funding is reserved for projects operating within the Air District’s most impacted communities. Agricultural projects may operate anywhere within the Air District’s jurisdiction. The Air District’s most impacted communities include:
- West Oakland
- East Oakland
- Richmond-San Pablo
- Bayview-Hunters Point/Southeast San Francisco
- Disadvantaged Communities
- Low-Income Communities

The Heavy-Duty Vehicle and Equipment Replacement Program is managed locally by the Air District and funded through partnership with the California Air Resources Board’s Carl Moyer Program, Community Air Protection, or CAP, Incentives Program, the Funding Agricultural Replacement Measures for Emission Reductions Program, or FARMER program, and other local funding sources. The CAP Incentives Program is a part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy and improving public health and the environment, particularly in disadvantaged communities.
