Clean Heating Efficiently with Electric Technology (Clean HEET) Program

Grants for homeowners to remove and/or replace wood-burning heaters with electric heat pumps.

The Clean HEET program is accepting applications with expanded funding options. The deadline to apply is 5:00 PM PST on April 30, 2025.

Program Overview

The Clean HEET Program was developed by the Air District to reduce wintertime wood-smoke pollution and improve air quality. The program incentivizes Bay Area homeowners to remove and/or replace their existing, operational, freestanding wood-burning stoves or pellet stoves, fireplace inserts, or open-hearth fireplaces with electric heat pumps. 

Up to $2 million in funding is available for the Clean HEET Program. Individual awards range from $3,000 - $10,500 to replace one stove/insert/fireplace and $6,000 - $13,500 to replace two stoves/inserts/fireplaces. A decommission-only option of $1,000 is also available to remove one older, uncertified wood stove and open-hearth fireplace with an additional $1,000 to remove a second uncertified wood stove and open-hearth fireplace. 

All Bay Area homeowners are eligible to apply. Funds will be prioritized for award to homeowners in the AB 617 communities of West Oakland, East Oakland, Richmond-San Pablo, and Bayview Hunters Point/Southeast San Francisco, and homes that are in disadvantaged and low-income communities identified by California’s Climate Investments Priority Populations Mapping tool.

The program does not provide reimbursement for work already performed.

Applications are now being accepted on a first-come, first-served basis until all funds have been awarded.

Complete applications are processed in the order they are received except in cases where non-priority project must be placed on a waitlist if funding is oversubscribed. The Air District will review applications for eligibility based on the priorities described in the program guidelines. The Air District will notify applicants of whether their application was approved for funding, rejected, or placed on a waitlist within 30 days of the receipt of a complete application. 

Basic Rules

  • Only existing wood-burning stoves or pellet stoves, fireplace inserts, or open-hearth fireplaces are eligible. 
    Device must be indoor, operational, manufactured before 2020, and currently in use to burn wood for heating purposes. No cooking appliances.
  • Only electric heat pumps qualify as replacement devices.
    No electric/gas fireplaces, air conditioners, portable devices, or electric/gas furnaces.
  • A decommission-only option is available for older (uncertified) wood stoves and open-hearth fireplaces without installing an electric heat pump. 
  • No Retroactive Funding. Program participants must receive approval and a Notice to Proceed from the Air District before starting any work (i.e., placing a deposit or work order, purchasing equipment, beginning physical work). Projects that started work before receiving Air District approval do not qualify for funding. 
  • Upon approval, existing wood-burning devices must be permanently destroyed (decommissioned) and disposed of by a licensed dismantler/recycler. Projects replacing wood-burning fireplace inserts must also permanently disable the fireplace. 
  • The applicant must be the legal homeowner and provide a completed W-9 form.
  • Project work must be completed by a California licensed contractor.
  • Building permit and inspection required.
  • Project work must be completed within 4 months of approval to proceed.
