El Programa de Reducción de Riesgo en Instalaciones del Distrito se centra en las instalaciones existentes que presentan los mayores riesgos para la salud de los residentes y trabajadores cercanos.  Este programa exige que estas instalaciones apliquen medidas de reducción de riesgos técnicamente viables y económicamente razonables en fuentes sustanciales de riesgo para la salud.
