Update: On October 28, 2024, the Community Steering Committee (CSC) voted to approve the Year 1 Implementation Plan(453 Kb PDF, 27 pgs, posted 30/10/2024) for the Path to Clean Air Plan.
Additionally, on November 7, 2024, CARB’s Executive Officer officially approved the Path to Clean Air (PTCA) Plan, making the plan final. The final approval can be found on CARB’s website here: Community Emission Reduction Program Approvals: Executive Orders | California Air Resources Board.
On May 1, 2024, the Air District’s Board of Directors adopted the Path to Clean Air (PTCA) Plan and approved the determination that the PTCA Plan is exempt from the California Environmental Quality Act (CEQA) On March 15, 2024, the Draft Final PTCA Plan was released with a memorandum summarizing the changes made to Draft Plan, which was released on December 13, 2023, by the Air District and the Path to Clean Air Community Steering Committee. The same day, the Plan opened for public review and comment, which ended on January 19, 2024. The Air District held a public workshop on the Draft PTCA Plan on January 11, 2024. The PTCA Community Steering Committee, or CSC, and the Air District have co-developed a Community Emissions Reduction Plan for the Richmond, North Richmond, and San Pablo Path to Clean Air, or PTCA. area. The PTCA Plan includes strategies to reduce harmful air pollution that impacts people where they live, work and play.

The Air District is partnering with the Richmond-North Richmond-San Pablo community to develop and implement a Community Emissions Reduction Plan through the state of California’s Community Air Protection Program, also known as Assembly Bill 617. The CSC is critical to ensure a community-driven plan that reflects the community’s values, needs and preferences.
The Path to Clean Air Steering Committee consists of up to 27 local community members, which include government and industry representatives in the Richmond, North Richmond, and San Pablo area. The CSC meets monthly and provides direction and community perspective for the Air District to co-develop the CERP.
