CAC Accomplishments from January 2022–December 2024

  • The Community Advisory Council has held 16 public meetings, and one retreat over two days from January 2022 to December 2024. These meetings covered issues pertinent to communities impacted by air pollution, advanced learning about District programs, and the governance of the CAC.
  • The inaugural CAC retreat agendaLanguage Icon Globe was crafted to encourage team building and learning from inspirational environmental justice leaders. The CAC improved upon their work plan and developed the EJ principles that formed the foundation for the work of the Environmental Justice Ad Hoc Committee.
  • CAC meeting materials are translated into Spanish and Chinese. Meetings are accessible in hybrid format and Spanish speakers can access live interpretation or listen to the recording.
  • The CAC has received trainings on Air District functions and topics required by the Charter: the Brown Act, Robert’s Rules of Order, civility and conflict resolution training, anti-harassment, and team building.
  • The CAC has a logo and a web page that houses the CAC’s foundational documents, a record of past meetings, frequently asked questions, and recorded trainings.
  • The Board of Directors has approved several recommendations from the CAC, including recommending to the Board a policy to direct penalty funds back to the most impacted communities by automatically allocating a portion of penalties for local (80 percent) and regional (20 percent) community benefits.

The Council has created several Ad Hoc committees to establish foundational governance documents and pursue the work of the CAC, such as:

  • Governance Ad Hoc Committee – created the Community Advisory Council Charter, which provides the structure to govern the CAC and was approved by the Board of Directors in July 2023.
  • Work Plan Ad Hoc Committee – gathered topics from CAC members and Air District staff to create a prioritized CAC Work Plan, which was approved in March 2024. 
  • EJ Policy Ad Hoc Committee – developed A Call to Action: Charting a New Course Toward Environmental Justice at the Bay Area Air Quality Management DistrictLanguage Icon GlobeA Call to Action is a community-centered document that lays out the desired outcomes of the nine CAC EJ Priorities and specifies the Air District’s plan to respond to each EJ Priority with concrete environmental justice strategies and actions, most of which are also embedded in the Air District’s 2024-2029 Strategic PlanLanguage Icon Globe.
  • Member Selection Ad Hoc Committee – recruited and selected four new CAC Members to fill vacant seats in 2024. A new committee was formed in March 2025 to recruit for 13 open seats.
  • Community Benefits Fund Ad Hoc Committee – charged with designing a proposal for Board consideration to disseminate $3 million for community benefits. The CAC and Community Equity, Health and Justice Committee of the Board approved recommending the People’s Air Grant Program designed by the ad hoc and will be considered for approval by the Board in May 2025.
  • Compliance & Enforcement Committee – charged with the development of compliance and enforcement topics for future meeting agendas.
